You can always play a new character during the org phase, even if you don’t have enough GI to control him, he’ll just get sent back to your hand at the end of the organization phase…. and here comes Elf-song witch prevents discarding or returning to it’s owners hand any characters that are at a haven site
Of all the decks I’ve ever built this one makes me feel the most proud even though it got me only 3rd place in Polish Nationals in 2005

Galadriel is the key character as she’s the best character to do Hour of Need. If Phial is in first hand play it on Elrond, if not discard Cram (fear of corruption) and transfer Star-glass to Galadriel.
Turn 1 – the most risky part of the deck, move Galadriel alone to Lorien
Play Elf-song as soon as possible, and start bringing characters into play, move them between the havens in 2 character companies max – during the org phase when GI is counted and managed all your character should be at havens so Elf-song will keep them in play. Keep the Elf-lords in their havens for a hand size of 11 (12 if you play Pallando instead of Raddy)
Constantly recycle resources with Vilya and Smoke Rings
Play faction with Webs of Fear & Treachery+Hour of Need+Persuasive Words with Galadriel, untap Lorien by moving in and out of there with the extra characters
Bring in Noble Steeds, spells and items for the wizard to do something, and when in need of more points bring in Bombadil and Great Road…
At one time when playing with this deck i was using 56 GI
sure 0 free GI isn’t too great vs. News of Doom or Muster Disperses, but you can always recycle lost factions and play them again – when you have your wizard in the faction area use him, don’t wait for Hour of Need+Webs of Fear & Treachery
When you play Elf-song and Echo play Balance Between Powers as soon as you can – with so many environment cards in deck and with Vilya+Smoke Rings it shouldn’t be a problem to keep Balance in play until the end of the game
Many Sorrows Befall can destroy everything though with it’s rarely used second ability to discard a resource long-event, but fortunately Many Sorrows Befall isn’t that popular
Haven’t played much with this deck as it’s really frustrating to the opponent and I don’t like to do that, but I’ve lost only 1 game with this deck – bounced Elrond in draft and got Galadriel killed by a Cave Worm when moving to Lorien, but I still managed to make it a 2-4 tournament loss rather then 0-6
